Paper 1: Bridging Travel and Safety: OSH Obligations
Abstract: This paper interprets Sections 17 and 18 of the OSH Act 1994 in the
context of tourism and hospitality, emphasizing the duty to protect tourists as
non-employees. It reviews real incident cases, outlines the roles of employers and
occupiers in ensuring safe access and emergency readiness, and proposes an integrated
risk assessment framework that includes tourists in enhancing Malaysia’s position as a

Paper 2: Hazard Hotspots in High-Contact Workplaces: Case Insights from Tourism, Transport, Manufacturing, and Retail Sectors
Abstract: High-contact workplaces such as airlines, airport, hotels, factories, recreational
spot and retail outlets present unique safety challenges due to constant human interaction,
public access, and dynamic operations. This paper explores real-life case studies highlighting
common hazard hotspots in the tourism, airport, airline, manufacturing and retail sectors,
including slips and falls in hotel lobbies, chemical exposure in factory visitor zones, and
crowd-related injuries in airport terminal and shopping areas.
Through the lens of the Occupational Safety and Health Act 1994, the paper analyzes these
incidents to identify recurring risk factors and lapses in safety controls. It further examines
how integrated risk management strategies, staff training, and cross-sector collaboration
can mitigate these risks. The paper concludes with practical recommendations for improving
hazard awareness and preparedness in high-contact environments to enhance overall
safety for employees, customers, and tourists alike.

Forum 1: “From Factory to Resort: Uniting OSH for Tourism and Industry”
Abstract: This mid-morning panel discussion explores how tourism and manufacturing
sectors—though seemingly distinct—share common safety challenges and opportunities
for collaboration. As Malaysia positions itself for Visit Malaysia 2026, the forum addresses
how industrial safety standards can support tourism readiness, particularly in high-contact
workplaces. Topics include managing contractor and visitor safety, aligning certifications,
and creating unified SOPs that serve both factory visitors and resort guests. It aims to
inspire practical integration between OSH practices in both sectors to improve national
reputation and workplace safety.

Paper 3: Learning from SHA Thailand: Advancing Malaysia’s Tourist Safety through Certification and Hospitality Standards
Abstract: This paper examines the successful implementation of the Amazing Thailand Safety
and Health Administration (SHA) certification and its role in elevating safety standards across
the hospitality sector. Introduced by the Tourism Authority of Thailand in collaboration with
the Ministry of Public Health, the SHA program has become a benchmark in building traveller
confidence through visible, verifiable safety protocols.
By analyzing the structure, components, and impact of SHA—including health protocols,
staff training, audit mechanisms, and digital visibility—this paper explores how similar
certification models could be adapted for Malaysia. It highlights the potential for integration
with existing local initiatives such as Safe@Work, MySOP, ISO 45001, and HACCP, while
proposing a coordinated certification scheme to align tourism, public health, and
occupational safety objectives.
